Patrick J. Kilduff is a partner at Tarter Krinsky & Drogin LLP and is chair of the Compliance and Administrative Law and Outdoor Advertising practices. He represents national and international media companies, as well as commercial property owners, developers, investment bankers and hedge funds regarding outdoor and out-of-home advertising opportunities. In addition, Pat evaluates commercial and retail business signage plans to ensure compliance with applicable code and zoning requirements. He has litigated constitutional challenges to municipal sign ordinances and claims arising from the commercial speech and takings doctrines, as well as a wide variety of contract, commercial and real property claims.

With his extensive experience in New York City Administrative Code enforcement proceedings, Pat represents diverse clients including hospitals, restaurants, cabarets, global oil and gas companies, licensed master sign hangers, commercial property owners and property management companies in matters concerning violations of the New York City Zoning Resolution, Building Code, Fire Code and the New York State Alcoholic Beverage Control Law. In addition to state and federal court litigation matters, Pat appears before many New York City administrative tribunals and agencies including the Environmental Control Board, Board of Standards and Appeals, Landmarks Preservation Commission, Business Integrity Commission, Department of Buildings, Department of Consumer Affairs, Department of Transportation, Department of Environmental Protection and the New York City Fire Department.

Pat has successfully navigated restaurant clients in New York City through the letter grade inspection system, including defense of enforcement proceedings before the Office of Administrative Trials and Hearings Health Tribunal. Recently, he represented a well-known midtown Manhattan restaurant and succeeded in having the restaurant reopened one day after it had been ordered closed due to Administrative Code violations.

Prior to joining Tarter Krinsky & Drogin, Pat was a Partner at Davidoff Hutcher & Citron LLP.

The Wackiest Sign Story of the Year.” The article delves into the approximately 500 new "I Love NY” blue highway signs authorized for installation by the Cuomo Administration. Pat explains, “The stated goal was to promote New York State and elements of the "New York Experience.” The Federal Highway Administration clearly warned New York State that these signs did not comply with the Manual on Uniform Traffic Control Devices for Streets and Highways. Unfazed, the State proceeded, basically daring the feds to do something about it.”
